一、Requirement for declaration

1.1 Declaration Requirements

(1) the applicant

1) Project declaration can be made by independent declaration or joint declaration. The independent declaration only includes one entity, and no other entity participates in the research jointly; The joint declaration shall be led by the applicant, and other advantageous units shall participate in the research voluntarily.

2) For the same guideline item, the same unit is only allowed to declare or participate in the declaration of one project application. If the same unit is found to be in either the form of leading the declaration or joint research in two applications of the same guideline item, the relevant declaration will be deemed invalid.

3) The management department of the applicant unit and the joint research participating unit shall examine the basic information submitted by the unit and conduct non-confidential examination and approval of the application materials.

4) The name of the project applicant shall be the full name of the standard, strictly consistent with the name of the company's official seal and bank account, and shall be used as the name of the company to conclude the contract at the later stage.

(2) The applicant

1) Applicants should be Chinese nationals.

2) There is only one applicant with a professional title of deputy senior or above.

(3) Contents of declaration

In principle, the project to be applied should meet the requirements of research objectives (including technology maturity), main technical indicators, progress, form of results, and fund limit listed in the guidelines; The applicant may shorten the research period on its own according to its own research conditions and basis.

(4) Others

The applicant and the applicant who are listed in the blacklist due to academic misconduct, bad scientific integrity, major disclosure and other problems will not be accepted.

2) The electronic version of the Application Project Information Form is provided in EXCEL (Attachment 3). Please ensure that the content of the information form is strictly consistent with the application.

3) Project Application in 2 hard copies (Attachment 4, stamped with company seal) and electronic version (PDF scan and seal version and WORD version).

4) One hard copy (Attachment 5, with company seal) and one electronic copy (PDF scan and seal) of the Confidential Review Form.

(3) Matters needing attention

The project declaration shall be in strict accordance with the relevant requirements of the Guide. If the experts find that the project declaration period exceeds the guideline period or the declaration fund exceeds the limit during the review, once verified, it will be treated as rejected by the review.

二、Declaration process

2.1 Application Acceptance

1) Competitive excellent application materials for cavitation generic basic research published this time will not be connected online, and on-site centralized acceptance will be adopted, while off-site application will not be accepted. If the applicant is unable to declare on site due to the epidemic situation, the paper materials and CD can be mailed to submit.

2) The application materials for the same project shall be submitted uniformly by the leading application unit; In principle, all the materials applied for the same batch of projects shall be submitted uniformly by the competent department of science and technology of the same unit.

3) Application acceptance, form review, organizational review and other work shall be implemented by 90912 Project Management Office.

1) The evaluation of competitive excellent topics in cavitation generic basic research is divided into two stages: formal review and conference review.

2) Applicants who pass the formal examination will receive the notice of meeting review within 3 days after the deadline for centralized acceptance of the project. The time of meeting review and defense is from November 28 to November 30, 2022. See Annex 6 for the review specifications.

3) After the meeting review, the result announcement will be released on the PLA Weapons and Equipment Procurement Information network, and the publicity time will be 7 days.
